No person, organization, company or other entity
shall distribute or cause to be distributed leaflets, pamphlets or
other material by attaching the same to motor vehicles belonging to
another person.
Any person, organization, company or other entity
either legally or illegally distributing or causing to be distributed
leaflets, pamphlets or other material shall be responsible for the
cost of cleaning up litter which is the result of the distribution.
This section may be enforced by either a civil or criminal proceeding.
