§ 196-1 City location required.

Notwithstanding anything to the contrary in any City, state or federal law, there shall be no installations of any septic systems in this City, nor shall there be any connections to any sewer systems in this City by any person, individual, firm, corporation, partnership or trust (directly or indirectly) unless all real property, including the buildings thereon, are physically located within the boundaries of the City of Haverhill, unless permission for such installation or connection is granted by the Mayor and City Council.

§ 196-2 Rental charge in lieu of real estate tax.

In all cases whereby any person (individual, firm, trust, corporation or partnership) is permitted to take occupancy, possession and use of land in this City, said land being owned by the City, and pending a deed having been given by the City, said person shall be required to pay a fair and reasonable rental for the use and occupancy of said land in lieu of a real estate tax payment, subject to MGL c. 30B, § 16, said amount to be negotiated and determined by the City, through the office of the Mayor, and said person prior to said use and occupancy.
