The provisions of this article apply to exempt executive, supervisory and professional employees of the Borough and are in lieu of other provisions on the same subjects.[1]

A. 
Since it is recognized that executive work frequently involves overtime, such employees may establish their own schedule of hours of work, within reasonable limits, subject to the approval of the Borough Administrator. They must keep in mind, however, that they are responsible for the efficient operation of their departments or offices and for supervision of any employees assigned to them.
B. 
Exempt employees are not eligible for overtime pay since salary rates have been designed with this in mind.
When exempt employees are terminated due to any cause other than resignation, unsatisfactory performance of duties or violation of Borough policies, a payment shall be made of one week's salary for each year of employment, up to a maximum of eight week's salary.
A. 
Full-time operating department heads, i.e., the Borough Clerk, Collector-Treasurer, Police Chief, Superintendent of Public Works, Library Director and Chief Financial Officer, are each allocated a maximum of $1,000 for the year, which includes mileage allowance at the IRS standard mileage allowance for convention expenses, other than those required in the performance of their jobs. Attendance at such conventions shall not exceed six working days per year.

B. 
All other Borough department and board heads, as well as the Mayor and Council, are allotted $65 per day for a maximum of $450 each, which also includes the same mileage allowance.

C. 
Attendance at conventions and/or seminars requires the advance approval of the Mayor and Council.
D. 
No allowances are provided for family and/or friends.
E. 
The following rules shall be observed by all:
(1) 
Money will be disbursed only against corresponding bills and vouchers with proof of payment, which should be presented within a reasonable period of time.
(2) 
Where practical, the Borough will prepay directly registration expenses, hotel accommodations and similar fixed costs.
(3) 
Allocation of expense allowance is to be determined independently by the department or board involved.
(4) 
There shall be no reimbursement for bills or expenses which are unreasonable in amount or purpose.
(5) 
Written reports on the conventions/seminars, except the League of Municipalities Convention, shall be submitted along with the voucher for payment.
