The Mayor, with confirmation by majority vote
of the Council, shall annually appoint three of the Council members
as a Police Committee, and the Chairman and members thereof shall
be known as the “Police Commissioner” and “Deputy
Police Commissioners,” respectively.
A.
The Police Committee shall have general supervisory
direction of the Police Department, subject to ultimate control by
the Borough Council.
B.
The Police Committee is hereby designated as the "appropriate
authority," as provided in N.J.S.A. 40A:14-118, authorized to act
thereunder with the head of the police force to be responsible to
the Committee as provided by said statute, paragraphs (a), (b), (c),
(d) and (e).

A.
The Police Committee shall act only by majority vote
of its members, through the Chief or ranking officer on duty, and
then only in writing, except in cases of actual emergency.
B.
The Police Committee may exercise any of the powers
assigned to the Committee by Borough ordinance or state statutes by
affirmative vote of two or more of its members.

The Police Committee may, from time to time,
take such measures as may be deemed necessary for the preservation
of peace and good order and for the enforcement of law and for the
good and welfare of the Police Department and its proper administration,
as provided in N.J.S.A. 40A:14-118.
The administrative head of the Police Committee
shall be the Police Commissioner and, in his/her absence, the Senior
Deputy Commissioner and, in his/her absence, the Junior Deputy Commissioner,
in order that a proper chain of command may be established.
