There is hereby created and established a Juvenile Bureau in the Police Department of the Borough, which shall operate and function under the supervision of the Chief of Police.
The Chief of Police, subject to the approval and consent of the Mayor and Council, may assign and detail any officer or member of the Police Department, not to exceed three in number, to duty in the Juvenile Bureau or transfer any police officer serving in the Juvenile Bureau from such Bureau to duty in the uniformed division of the Police Department.
The ranks of the Juvenile Bureau may consist of the following: Detective Captain, Detective Lieutenant, Detective Sergeant and Detective. The police officers assigned to duty in the Juvenile Bureau holding any of the aforementioned ranks shall receive the same salary and other benefits as are received by police officers of similar rank serving in the uniformed division of the Police Department, as provided from time to time by the Council in the Salary Ordinance[1] of the Borough.

The Juvenile Bureau shall operate under the immediate command of the superior officer assigned to duty in such Juvenile Bureau by the Chief of Police, subject to the approval and consent of the Mayor and Council. Such superior officer in command of the Bureau shall, however, at all times be subject to the orders and direction of the Chief of Police.
A. 
The superior officer in command of the Juvenile Bureau shall be responsible for the proper and efficient operation of the Bureau. The superior officer shall be responsible for the supervision of the Bureau activities and the assignments of all police officers assigned to duty in the Bureau. The superior officer shall be prepared to report to the Chief of Police on the activities of the Juvenile Bureau on dates specified by the Chief.
B. 
A superior officer assigned to duty in the Juvenile Bureau shall have such authority and jurisdiction over subordinates in such Bureau as such a ranking officer has in the uniformed division of the Police Department.
The duties of the police officers assigned to the Juvenile Bureau shall include:
A. 
Investigating, in coordination with the Detective Bureau, all crimes committed by juveniles or where juveniles are the victims of a crime.
B. 
Exerting all efforts to prevent the commission of crimes in the Borough.
C. 
The maintenance of proper written reports and records of all juvenile investigations conducted.
D. 
Acting as a liaison between the Police Department and the Division of Youth and Family Services.
E. 
Acting as a liaison between the Police Department and Bergen County Crisis Intervention Unit.
F. 
Acting as a liaison between the Police Department and all other agencies, county, state and federal, concerning juveniles.
G. 
Acting as a liaison between the Police Department and the Cresskill School System.
H. 
Conducting safety education programs for children of Cresskill as well as their parents.
I. 
The execution of all orders for investigation and police action issued by the Chief of Police.
J. 
Obeying all the rules of the Police Department.
No police officer assigned to the Juvenile Bureau shall act as agent in an extradition case unless the officer has been so assigned by the commanding officer of the Bureau and has first had all the officer's expenses involved in such matter approved for payment by the county or state.
All police officers serving in the Juvenile Bureau shall work according to schedules prepared by the commanding officer of the Bureau and shall be subject to the orders and directions of such commanding officer.
