There is hereby established a zoning plan for the Borough, which plan is set forth in this chapter and the Building Zone Map of 1979.
It is the legislative intent of this chapter to provide for the orderly and desirable development and use of land. This chapter provides specifications, procedures and a precise plan designed to guide new development while improving, conserving or facilitating desirable change in existing portions of the Borough. This chapter is intended to serve the purposes set forth in N.J.S.A. 40:55D-2 and the following:
A. 
To encourage the most appropriate use of land throughout the Borough.
B. 
To assure adequate sites for present and future local and regional needs for residence, industry and commerce.
C. 
To allow the greatest freedom in development and design, consistent with other purposes expressed herein.
D. 
To enhance the general appearance of the Borough.
E. 
To provide for the privacy of family residences.
F. 
To facilitate the adequate and efficient provision of community facilities, services and utilities.
G. 
To promote the safe and efficient circulation of vehicles and pedestrians.
H. 
To require the adequate provision for off-street parking and loading.
I. 
To attain the objectives set forth in the Master Plan.

No parcel of land, building or structure shall be erected, added to or structurally altered in the Borough of Cresskill until there has been filed with the Zoning Officer a plan in duplicate, drawn to scale, showing the actual dimensions, radii and angles of the lot to be built upon, the exact size and location on the sanitary plant and such other information as may be necessary to determine and provide for the enforcement of this Chapter 275. One copy of such plan shall be returned to the owner when approved by the Zoning Officer.
