A. 
The Director of Parks and Recreation shall be assisted by an Advisory Recreation Council consisting of 12 citizen members. All appointments shall be for a term of three years and until their successors have been duly appointed and qualified. In the event of a vacancy on the Advisory Recreation Council occurring during an unexpired term of office, a person shall be appointed as a member of said body to serve for such unexpired term. The members shall receive no compensation for their services. Of the aforementioned citizen members, Council shall appoint one member to serve as liaison to the Board of Education for a term of one year. Members shall serve for their respective terms and until their successors thereafter have been appointed and qualified.

B. 
In addition to the aforementioned citizen members, Council shall appoint two members, one male and one female to serve as representative to the student body of Franklin High School and two members who reside in the Township of Franklin and attends a private or parochial high school for a term of one year. The Township Council shall appoint from its membership one Councilperson to serve as liaison to the Advisory Recreation Council for a term of one year.
