There shall be a Human Relations Commission consisting of nine members,
who shall be appointed by the Mayor for a term of four years.
The Human Relations Commission shall replace the Civil Rights Commission
and shall succeed to all of the duties previously carried out by the Civil
Rights Commission, which shall include the promotion of the best methods of
ensuring excellent human relations among the various groups in the community
and such other duties as may be assigned to it by the Mayor.
