There is hereby established a special committee to be known and designated
as the "Industrial and Economic Development Committee of the City of Long
Branch," the members of which shall be appointed by the Mayor with the consent
of the City Council.
A.Â
The Committee shall consist of not more than 11 members,
including the two ex officio members referred to herein. The members shall
preferably be residents of the City of Long Branch; however, this shall not
preclude the appointment of a nonresident member of exceptional qualifications
and interest in the City of Long Branch. All members shall be selected on
the basis of qualifications and fitness on the Committee.

Three members of the Committee shall be appointed for
a term of one year and until the appointment and qualification of their successors;
three members of the Committee shall be appointed to serve for a term of two
years and until the appointment and qualification of their successors; and
one member of the Committee shall be appointed for a term of three years and
until the appointment and qualification of his/her successor. All subsequent
terms thereafter shall be for a period of three years.

The members of the Committee shall serve without compensation.
D.Â
The Mayor and a member of the City Council shall be ex
officio members of the Committee.
E.Â
The members of the Committee shall choose from among
its members a Chairman and such other officers as it may deem necessary.
The duties of the Committee shall be as follows:
A.Â
To promote and recommend to the Mayor and Council the
development of industry in the city and to explore and make recommendations
to the various public bodies of the City of Long Branch for the expansion
of industrial growth.
B.Â
To conduct studies and surveys of the opportunities for
industrial expansion and development in the city.
C.Â
To analyze the several and various industries throughout
the country, with a view to ascertaining the type of industry best suited
to the economic and social improvement of the city.
D.Â
To recommend to the Planning Board, Environmental Commission
and City Council desirable and suitable areas within the city for the location
of industry and light manufacturing.
E.Â
To recommend to the Planning Board and Mayor and Council
of the city reasonable and desirable restrictions concerning industrial sites,
in order to safeguard property values of established residential and business
areas in the city.
F.Â
To promote the advantages of the city for industrial
settlement.
G.Â
To encourage expansion of existing industry and business
to the best interest of the city.
H.Â
To prepare, develop and distribute any and all types
of material and data advertising the advantages of the city to new business
and industry.
I.Â
To make quarterly annual reports to the Mayor and Council
of the city, setting forth therein and detailing the activities and operations
of the Committee during the preceding three months.
The Committee shall receive from all officials and all authorized boards,
departments and offices of the City of Long Branch such assistance as may
be required by the Committee in performing its duties, and the Committee shall
also be given access to all municipal records and information which may assist
the Committee in the performance of its duties.
There shall be appropriated in each annual budget of the City of Long
Branch such sum as may be determined by the City Council to be necessary for
the purpose of advertising the advantages of this municipality, and the Committee
herein established is authorized to use and expend said funds for such purposes
upon the adoption of the annual budget.
