The position of Superintendent of the Building Department is hereby
established. The Superintendent shall have primary responsibility for the
administration and enforcement of the provisions of this Code and shall supervise
the personnel assigned to and activities of the Building Department and the
Department of Housing. Wherever in this Code authority is vested in a Building
Inspector or a Housing Inspector to administer and enforce any provision of
this Code or the New York State Fire Prevention and Building Code, such authority
shall also be vested in the Superintendent of the Building Departments.
