A. 
Generally. Before any plumbing work requiring authorization according to the provisions of this chapter shall be started, a permit therefor shall be obtained from the administrative authority. The permit shall be obtained by the plumber who has been employed to do the plumbing work.
B. 
Alterations and changes to plumbing system. A permit shall be required for alterations or changes to a plumbing system except as otherwise provided in this subsection. Repairs involving only the working parts of a faucet or valve, the clearance of stoppages or the stopping of leaks shall not be considered to be alterations or changes. The replacement of a defective faucet or valve with a new one of the same type may be made without a permit, provided that no changes are made in the piping to the fixture.
C. 
Additions to plumbing system. Any additions to a plumbing system shall require a permit. The administrative authority shall make such rules and regulations for all installation of air-conditioning systems, water treatment equipment and water operated devices as may be deemed necessary to properly protect the water supply system.
D. 
There shall be two types of permit issued, and the type applicable to the work to be performed shall be determined as follows:

(1) 
Class A plumbing permit. This permit is required for all interior piping found in buildings. Lines smaller than four inches in diameter will also qualify as plumbing in this class regardless of whether they are found inside or outside the building. Except for any exemptions noted in this chapter, this permit must be obtained by a licensed plumber.
(a) 
The Town of Poughkeepsie Plumbing Department is hereby authorized to issue a special permit whereby licensed heating contractors could connect a water heating system to the potable water supply without the need to hire a licensed plumber to make the actual connection, provided that in order to receive said special permit, the heating contract must pass the test approved by the Town of Poughkeepsie Plumbing Board.

(2) 
Class B infrastructure construction plumbing permit. This permit is required for underground piping found on the exterior of the building. Permits will be issued for the installation of four-inch or larger water, or storm drain piping. This shall include underground main service piping structure and extension piping. This work shall not require a licensed plumber, but shall require a qualified infrastructure contractor.

(a) 
The permit required herein for underground piping found on the exterior of a building for the installation of six-inch or larger sewer piping shall be required for underground main service piping, structure and extension piping; provided, however, this work shall not require a licensed plumber but shall require a qualified infrastructure contractor who shall apply for a license subject to the provisions of this Code and pay a fee of $300 per year.[1]

E. 
To be a qualified infrastructure contractor, the following documents must be provided to the administrative authority: a statement detailing a minimum of five years' experience in either water pipe installation, sewer pipe installation or storm drain installation as applicable to the work being detailed in the permit application; proof of laser certification for sewer installation, if applicable; and three letters of recommendation from previous customers, preferably for state or municipal work. Once the documents detailing qualification are on file with the administrative authority, further permits may be obtained without providing the same. Should a contractor be unable to provide the documents required for qualification, he or she may appeal the decision to deny a permit on this basis to the Town Board. The infrastructure contractor need not be a licensed plumber.

F. 
Any permit applications submitted pursuant to this section must be accompanied by proof of insurance on behalf of either the plumber or the infrastructure contractor. The certificate of insurance should include workers' compensation insurance as required by New York State law and liability insurance in an amount not less tan $1,000,000.

A. 
No permit required by this article shall be issued until plans, showing in necessary detail the proposed work, have been submitted to the administrative authority and the plans have been checked to assure that the work will conform to the provisions of this chapter.
B. 
If the plans submitted pursuant to Subsection A indicate that any provision of this chapter is not being complied with, they shall be rejected and no permit issued until they have been revised to comply with this chapter.
C. 
If, in the course of the work, it is found necessary to make any changes from plans approved pursuant to Subsection B, amended plans shall be submitted and a supplementary permit shall be issued to cover the change prior to effecting the change.

The administrative authority may revoke a permit issued pursuant to this article if there is a violation of any provision of this chapter or any false statement or misrepresentation in the permit application, or the plans or specifications submitted in support thereof. Furthermore, should the certificate of insurance provided in connection with the permit granted pursuant to this chapter expire, without further proof of insurance being provided to the administrative authority, then the permit shall be revoked immediately.
The administrative authority shall be empowered to collect such fees for the filing of plans and issuance of permits required by this Article as may be deemed necessary.
