The collection and removal of garbage, ashes and rubbish shall be done in accordance with the provisions of this chapter and shall be subject to the general supervision of the Department of Public Health and the Police Department and shall be subject to such additional rules and regulations as the Department of Public Health and the Police Department may from time to time prescribe not inconsistent with the terms of this chapter.

It shall be unlawful for any person to transport refuse over the streets of the Township except in a watertight, covered containers or upon a vehicle which is covered to prevent the escape of such refuse.
All vehicles used in the removal of garbage, ashes and rubbish shall be of the motor-driven type, and no such vehicle shall be drawn by any horse or animal.
All vehicles used for collection or removal of garbage shall be provided with a watertight box, body or container, closely or entirely covered with suitable covers, adequate to prevent leakage or dripping or material being blown from the vehicle. Such vehicles shall be kept closed at all times, except during the period of emptying or filling and shall be kept clean and shall be thoroughly washed, inside and outside, between each collection and the next subsequent collection, and the contractor shall not permit any such vehicle at any time to become offensive, either through odor, appearance or for any reason. On all packer-type trucks, all garbage and refuse shall be within the truck and not in the hopper whenever such truck travels more than 1/4 mile between stops.
Every vehicle used by the collector for removal or transportation of garbage, ashes or rubbish shall carry at least one shovel and one broom and any other equipment which may be necessary for keeping the vehicle clean and for cleaning up the area at which such substances are collected. The collector shall carefully clean the area from which garbage, ashes or rubbish is collected and no ashes, garbage, rubbish or receptacles shall be left by the collector on the sidewalk or the curblines or in any area or space from the place of collection to the vehicle. If any garbage, ashes, or rubbish shall fall from a vehicle, either during the collection or transportation, such articles shall be immediately gathered and replaced in the vehicle and the place rendered clean.
All equipment used by the collector shall be subject to inspection by the Health Officer or anyone deputized by him for that purpose at any reasonable time.
Collection vehicles which are stored or parked in the Township overnight shall be stored or parked only indoors and only in a commercial or industrial zone of the Township. No collection vehicle which contains any garbage, refuse, rubbish or ashes, as herein defined, shall be stored or parked overnight, whether indoors or not, in any residential zone of the Township.
