No person shall engage in the business of emptying or cleaning septic tanks, cesspools, privies or any other place used for the reception or storage of human excrement without a license to engage in such business issued by the Department of Public Health. Such licenses shall be valid for a period of one year from the date of issuance and may be renewed by the Department of Public Health from year to year. Such license may be revoked for failure of the licensee to comply with the provisions of this article or any other municipal regulation or ordinance dealing with the subject of public health. No license will be issued to any septic tank or cesspool cleaner until the Franklin Township Sewerage Authority certifies that satisfactory arrangements have been made by the applicant for the license in regard to charges or rental fees payable to the Franklin Township Sewerage Authority for use of sewer facilities.
For the issuance or renewal of a license to an applicant engaged in the business of cleaning or emptying receptacles used for the storage and/or reception of human excrement or other putrescible matter, there shall be a charge of $20 for each vehicle or conveyance so used.
The Council may limit the number of licenses issued if, in its opinion, the needs of the Township are being met with the existing septic tank cleaners.
A. 
Only equipment inspected and approved by the Department of Public Health shall be used in cleaning septic tanks or other places used for the reception or storage of human excrement.
B. 
Mobile tanks shall be securely mounted on trucks and shall be watertight and provided with a leakproof cover. All such trucks, tanks and equipment used in the aforesaid business shall be free of putrescible matter at all times except when in actual operation with respect to emptying septic tanks or cesspools, etc.
C. 
Mobile tanks shall be provided with a vent constructed in a manner that will permit the escape of gas but not the liquid contained therein.
D. 
All pumps shall be maintained in a condition that will prevent leakage of sewage.
E. 
Only suction or pressure hoses in good repair shall be used.
F. 
The operation of cleaning or emptying septic tanks or other places used for the reception or storage of human excrement shall be so conducted that no liquid or excremental material will be deposited on the ground adjacent to the structure being cleaned. If any spillage occurs, the solid portion shall be immediately removed and disposed of in a sanitary manner and the area covered with earth or a chlorine-bearing compound.
A. 
The contents of septic tanks, cesspools, privies or other places used for the reception or storage of human excrement shall be discharged into a trunk sewer or other receiving stations as designated by the Franklin Township Sewerage Authority. Disposal of human excrement or other putrescible wastes is expressly prohibited by this article.
B. 
No effluent or other such matter which has been received from without the Township may be dumped within the Township.
Any violation of the provisions of this article shall be punishable as provided in Chapter 1, Article II, General Penalty.
