All sidewalks in streets, roads, and highways within the Township of Franklin shall be kept in good repair. The owners, tenants and occupants of improved or unimproved premises abutting upon public sidewalks within the Township of Franklin shall repair and/or replace a sidewalk abutting the property which shall become damaged, broken, uneven, or in any manner disrupted so as to create a hazard to pedestrian traffic. (See § 222-18, Notice to property owner for the removal of dangerous trees and/or shrubs.)
All sidewalk repairs shall be completed in accordance with this section or as otherwise directed by the Township Engineer.
A. 
Materials. Every repair of a sidewalk shall be made of the kind of material and in the manner of construction existing in such sidewalk to be repaired.
B. 
Grades. Where the grade of the street, road or highway or the section thereof along which any construction or repair of sidewalks is proposed to be made has been established by state law or regulations or pursuant to § 333-49, such improvement shall be made to conform as nearly as practicable to the grade so established.
C. 
Inspection. The Director of the Department of Public Works or his designated agent or the Township Engineer may require that repair of any sidewalk be under the inspection of inspectors to be selected and appointed by the Director of Public Works or the Township Engineer.
The Director of the Department of Public Works or his designated agent may order the owner of the property abutting a sidewalk which has been determined by the Director or his designee to be in need of repair to construct and/or repair such sidewalk at the owner's expense.
Any tree or shrub which overhangs any sidewalk, street, or other public place in the Township in such a way as to impede or interfere with vehicular or pedestrian traffic or travel, or within 10 feet of a street or seven feet of a sidewalk level, shall be trimmed by the owner of the premises abutting or of the premises on which such tree or shrub grows so that the obstruction shall cease.
