Whenever in this chapter the following words,
clauses or terms are used, they shall be construed to mean and shall
have the meanings herein defined, unless otherwise specifically stated:
Any duly authorized representative of the owner.
The Director of Public Works and may also be construed to
include the Assistant Director, Acting Director, or Public Works Manager
thereof.

The Water Division of the Department of Public Works of the
Township of Franklin.
Construed either in the singular or plural to mean all pipes,
other than service connections, conveying water to or distributing
water from the Township of Franklin water supply.
Any person, persons, corporation, partnership or association
or anyone other than the owner thereof occupying or in possession
of property or premises which is or can be supplied with water service.
Any person or persons, corporation, partnership or association
owning or claiming to own or any mortgagee in possession of any property
or premises which is or can be supplied with water service.
A main running through private property or in a private street
to serve more than one home or other buildings or properties.
A pipe or pipes connected to a main and extending thence
to privately owned property or premises for supplying water service
thereto.
Includes the Township Council, the Township Manager or any
officer, agent or employee of the Township of Franklin acting under
authorization and in an official capacity by and for the Township
of Franklin, Somerset County, New Jersey.
