The rates for water to water users in the Township shall, for users of such water be as follows:
A. 
All gallonage as of April 1, 2023: $6.51 per 1,000 gallons.
B.

If a meter fails to transmit data, the consumption will be charged at the rate of the same quarter of the prior year based on account history. If, following an estimated bill, the customer is billed at a higher usage in the subsequent billing period based on an actual read, the customer may request their account be adjusted for consumption had it been billed during the estimated period. The adjustment will appear as a credit on the account following review and approval.

All water which passes through a meter will be charged for, whether used or wasted.

As used in this chapter, the following terms shall have the meanings indicated:
REDUCED-RATE USE
A. 
As provided for in N.J.S.A. 40A:26A-10.1, any person who is enlisted in any branch of the United States Armed Forces during the period of time in which that person is deployed for active service in time of war as provided by state law; or
B. 
The person residing in a dwelling house owned by her/him to whom the periodic rates, rentals or other charges for water supply services or sewerage service are charged or from whom they are collected, and who is of the age of 65 or more years, or less than 65 years of age and permanently and totally disabled according to the provisions of the Federal Social Security Act, 42 U.S.C. § 301 et seq., or disabled under any federal law administered by the United States Department of Veterans Affairs if the disability is rated as 60% or higher, and the person either is annually eligible to receive assistance under the Pharmaceutical Assistance to the Aged and Disabled (PAAD) Program, P.L. 1975, c. 194 (N.J.S.A. 30:4D-20 et seq.) or has a total income not in excess of $10,000 per year exclusive of benefits under any one of the following:
(1) 
The Federal Social Security Act (42 U.S.C. § 301 et seq.) and all amendments and supplements thereto;
(2) 
Any other program of the federal government or pursuant to any other federal law which provides benefits in whole or in part in lieu of benefits referred to in or for persons excluded from coverage under Subsection B(1) of this section, including but not limited to the Federal Railroad Retirement Act of 1974, 45 U.S.C § 231 et seq., and federal pension disability and retirement programs; or
(3) 
Pension, disability or retirement program of any state or its political subdivision, or agencies thereof, for person not covered under Subsection B(1) of this section except that the total amount of benefits to be allowed exclusion by any owner under Subsection B(2) or (3) of this section shall not be in excess of the maximum amount of benefits payable to and allowed for exclusion by an owner in similar circumstances under Subsection B(1) of this section.

The reduced-rate users described in § 384-13A above shall be entitled to a 50% reduction on the minimum charge per quarter, as indicated in § 384-12, for each quarter they are actually deployed. The reduced rate users described in § 384-13B shall be entitled to a 15% reduction on the minimum charge per quarter as indicated in § 384-12.

Any person seeking to qualify himself/herself as a reduced-rate payer shall file a written application with the Collector of Revenues certifying they have meet all the requirements of the definition of reduce-rate user. The Collector of Revenues will review the application and approve or disapprove the application. If disapprove the Collector of Revenues shall provide a written explanation to the applicant.

The reduced rate shall be effective the next billing cycle after approval of the application for discount rates.
