All connections to the water system shall be installed in accordance with the Plumbing Code[1] of the Township of Franklin and the applicable local and state regulations regarding water supply. However, employees of the Water Division of the Department of Public Works shall be empowered to make such taps, installations and corrections in the water system as may be necessary to correct operation of the public water system of the Township of Franklin.

The Township Manager is hereby authorized to issue such further rules and regulations as may be necessary to effectively administer the general policy of this chapter. Such rules and regulations must be issued in accordance with the requirements of Chapter 5, Administrative of Government, of the Code of the Township of Franklin.

A. 
Declaration of water emergency. In situations where the Health Officer declares a general water emergency, the following fees may be waived by resolution of the Township Council (effective April 28, 2004):
(1) 
Well abandonment fee as stated in § 384-7E.
(2) 
Curb connection capital fees as stated in § 384-19.
(3) 
Curb connection tap fees as stated in § 384-19E(1).
(4) 
Meter charges as stated in § 384-20.
B. 
Special circumstances. In situations where a nonprofit project is supported by the Township of Franklin and funded by grant monies, the following fees may be waived by resolution of the Township Council:
(1) 
Well abandonment fee as stated in § 384-7E.
(2) 
Curb connection capital fees as stated in § 384-19.
(3) 
Curb connection tap fees as stated in § 384-19E(1).
(4) 
Meter charges as stated in § 384-20.
