GENERAL REFERENCES
Tobacco use in public buildings, parks and recreation facilities — See Ch. 357.
No group or individual shall use the Township Municipal Building or its grounds for any nonofficially sanctioned event or use, nor shall any group or individual place any monuments, signs, or other materials in the Municipal Building or the Municipal Building grounds without having obtained a permit as hereinafter provided.
Anyone wishing to occupy or assemble with others on municipal grounds for any purpose or event other than an event officially sanctioned by the Township of West Milford shall submit an application requesting permission for such use. Application for such a proposed purpose shall contain the reason for the proposed use, the number of individuals expected, and the date and time of the proposed use.
Anyone wishing to alter or make improvements to any portion of the Township Municipal Building or the Municipal Building property shall submit an application describing in sufficient detail for the meaningful evaluation of the requested use the proposed alterations and improvements.

A. 
All applications for the use of the Municipal Building or the Municipal Building grounds shall be submitted at least 10 working days prior to the date of the proposed use to the Township Administrator who shall process the application.
B. 
The Township Administrator may grant approval where the proposed use is unlikely to result in either:
(1) 
Damage or loss of value to Township property or inconvenience the public or municipal officials or employees; or
(2) 
An addition to or alteration of the grounds such as plantings, signs, or structures.
C. 
Those applications not granted approval by the Township Administrator shall be referred to the governing body.
D. 
The governing body may refer any application referred to it to any one or more Township agencies, offices, boards, or advisory committees, including the beautification/recycling program task force committee for its recommendation prior to acting on the application.
E. 
Approvals by either the Township Administrator or the governing body shall be conditioned upon the posting of an insurance policy adequately protecting the Township or deposit of escrow monies to reasonably cover all or a portion of the Township's expenses directly attributable to the applicant's requested use.
The fee for a permit to use the Municipal Building or the Municipal Building grounds as described in this chapter is set forth in Chapter 135, Fees and Costs.

Anyone who fails to obtain a permit for his or her use of the Municipal Building or Municipal Building grounds is subject to a fine not to exceed $500, together with a term of imprisonment not to exceed 90 days.
