The operation and parking of motor vehicles in close proximity to buildings devoted for public uses, including shopping centers, nursing homes, schools, public buildings, churches and similar uses, constitute a danger to public health, safety and welfare, in that the approach, operation and departure of fire equipment, ambulances, police vehicles and the like are impeded by such operation and parking of motor vehicles.

The Department of Police is authorized to establish no-parking zones along the curbs or in the roadways, and with the recommendation of the Division of Fire Suppression, establish fire zones, and to establish entrance and exit ways, on properties in the Township, devoted for public uses, included but not limited to shopping centers, nursing homes, schools, public buildings, churches and similar uses, where the operation and parking of motor vehicles in close proximity to buildings located on such properties, or the use of improper ways, would prevent adequate ingress, egress and operation of fire equipment, ambulances, police vehicles and other emergency vehicles. These zones and entrance and exit ways shall be approved and so designated on maps adopted by resolution of the Township Council which shall be retained in the Township Clerk's office.
The no-parking zones and the entrance and exit ways, to be established pursuant to the above section, shall be designated in such areas of such public properties, by signs or by white lines or by other means of designation, as will insure the fire equipment, ambulances, police vehicles and other emergency vehicles unobstructed means of ingress, egress and operation to such properties in the event of fire or other emergency. No person shall park a vehicle in the no-parking zone, so established, parking to be limited to stalls or areas provided for parking, and within painted lines marked on the pavement or by other approved designation. No person shall use any ways for entrance or exit, except as those indicated by appropriate signs.
The number, location, width and marking of the no-parking zones shall be determined, and the entrance and exit ways fixed, by the Department of Police, with the recommendation of the Division of Fire Suppression for fire zones subject to approval by resolution adopted by the Council. Such determination and approval shall be based upon the size, type or construction, location of the building or buildings involved; the use to which the property, building or buildings is put; the number of motor vehicles operated or parked upon the property; the number of persons using and occupying the property, building or buildings; the existing means of ingress and egress to and from the property, building or buildings; the total area of the property, including the size of the parking lot; and all other factors which are relevant to the public health, safety and welfare of the inhabitants of the Township, and to the users of the property.
The Department of Police, with the recommendations of the Division of Fire Suppression, and subject to the approval by resolution adopted by the Council, is further authorized to promulgate regulations limiting, restricting and prohibiting the operation or parking of motor vehicles within fire zones authorized to be established pursuant to this chapter.
