A Department of Highways is hereby continued as a part of the municipal government of the town.
The head of the Department of Highways shall be designated "Town Superintendent of Highways" and his deputy shall be designated "Deputy Town Superintendent of Highways."
The Town Superintendent of Highways and the Deputy Superintendent shall be appointed by the Town Board. All other employees of the said Department of Highways shall be appointed by the Town Superintendent of Highways, subject to the approval of the Town Board, and shall be removable by the said Town Superintendent of Highways, subject to the approval of the Town Board.
The head of the said Department of Highways and his Deputy shall hold office for the term of two years after his appointment and until his successor shall have qualified; provided, however, that the said head of the Department of Highways and his Deputy shall be removable at the pleasure of the Town Board.
A. 
Head of Department. The powers and duties of the Head of the Department of Highways of the town shall be those which are delegated to a Town Superintendent of Highways, pursuant to the applicable provisions of the Highway Law, the Town Law and other applicable state laws.
B. 
Deputy Head of Department. The powers and duties of the Deputy Head of the Department of Highways shall be those assigned to him by the Head of the Department.
