The purpose of this chapter is to require the clear display of authorized
and assigned house or building numbers on every building fronting on any street
in the Township of Cheltenham in order to assist the general public and emergency
services, public and private, in identifying any property in case of emergency
or otherwise.
The owner, occupant or lessee of each and every structure which now
fronts or which may hereafter front upon any public or private street or highway
within the Township of Cheltenham who has been assigned a street number prior
to the effective date of this chapter shall, at his own expense, within 30
days after the effective date of this chapter, cause the authorized and assigned
number of such structure to be permanently and conspicuously placed in accordance
with the specifications set forth herein. Any owner who has not been assigned
a number prior to the effective date of this chapter shall, within 30 days
after notice of assignment of such number, comply with the requirements of
this section.
All dwellings, houses, stores or other principal buildings erected or
to be erected within the Township of Cheltenham shall display house or building
numbers assigned by the Township Building Inspector as provided for herein
and in conformity with the specifications provided for herein.
Street numbers shall be:
A.
In Arabic numerals.
B.
A minimum of four inches. All commercial and multiple-family
occupancy buildings are required to display the numeric street address and
English name of the establishment in Arabic numbers of not less than six inches
tall with a stroke of not less than 3/4 inch, at both the front and rear of
the building. In buildings with internal service corridors, all doors in the
corridor shall be marked with the store name or description of the use of
the area serviced by the door.

C.
Mounted in a secure fashion to the front wall or porch
of the building so as to be clearly visible from the street or placed upon
a freestanding mailbox, post or other type of man-made fixture of substantial
nature, excluding curbs at the vehicular entrance of the premises.
D.
Sufficiently legible as to contrasting background, arrangement,
spacing and uniformity so as to be clearly visible from the street.
E.
At least 30 inches, but no more than 15 feet, above ground
level and so placed that trees, shrubs and other obstructions do not block
the line of sight of the numbers from the street upon which the house or building
fronts.
Any structure erected, repaired, altered or modified after the effective
date of this chapter shall have the occupancy permit withheld until the assigned
street number is affixed to said structure in accordance with this chapter.

Any person or persons violating any of the provisions of this chapter
shall, upon conviction thereof, pay a fine of not more than $600 or be subject
to imprisonment for up to 30 days, or both.

The Township Fire Marshal, Police Department, Building Inspector and
Public Works Director or those acting as his agents shall have the power and
the duty to enforce the provisions of this chapter.

A.
Due to worldwide events resulting in school hostage and/or
school shootings, it is imperative that Cheltenham's law enforcement
agencies be ready for such possible incidents.
B.
Law enforcement would be assisted in responding to terror
events if the schools in the Township work in cooperation with the Cheltenham
Township Police Department in providing identification information as to size
of buildings and all entry or exit passages.
A.
All school buildings housing large groups of school children
must be included in the plans and numbering system set forth herein.
B.
All institutions of higher education, both public and
private schools, shall have a numbering system in place, in cooperation with
the Cheltenham Township Police Department by June 30, 2006. "Institutions
of higher education" include all schools where individuals gather to be taught
by a faculty, except for day-care facilities which are not required to be
licensed by the State of Pennsylvania.
C.
Upon notice from the Cheltenham Township Police Department,
each educational institution should contact a designated individual at the
Police Department to establish specific numbering plans and also a possible
site survey.
D.
All numbering plans must be approved by the Cheltenham
Township Police Department.
F.
Each school must install a Knox box for each building.
Failure to cooperate with the Cheltenham Police Department could result
in the Township imposing a numbering system on the educational institution's
director (person in charge) and, upon conviction, a fine of not more than
$600 to be paid or be subject to imprisonment for up to 30 days or both.
The Township, Emergency Management Coordinator, Police Department or
the Township Fire Marshal shall have the power and the duty to enforce the
provisions of this article.
