A fund is hereby established, titled the "Downingtown Borough Parking Fund." The moneys in said fund shall be deposited in any banking institution within the Borough of Downingtown.
A. 
All moneys donated or granted to the Borough for the purpose of creating or maintaining parking facilities or the improvement of parking control by any person or other legal entity, including governmental bodies, shall be deposited by the Borough in said fund.
B. 
All receipts and or license fees arising from the occupancy of parking spaces within the Borough shall be deposited within said fund. Said receipts and or license fees shall include fines or penalties arising from the violation of the Borough's ordinances establishing and enforcing parking regulations.[1]

The fund shall be used for the creation and maintenance of parking facilities within the Borough and for the improvement of parking and general traffic control therein, including but not limited to the salaries of persons exclusively involved in such endeavor and the study of means by which such ends may be accomplished. Additional funds may be appropriated from the Borough general funds to augment this fund if necessary.
The President and Secretary of the Council are hereby directed to create the necessary deposit accounts to the best interests of the Borough.
