Borough Council creates the office of Director of Public Works.
Borough Council shall, from time to time, and whenever there is a vacancy, appoint, by a vote of a majority of all the members, the Director of Public Works, who shall serve for an indefinite term and who shall be selected solely on the basis of his or her executive and administrative ability, qualifications and experience. The Director of Public Works shall serve at the pleasure of Borough Council.
The duties of the Director of Public Works shall be as follows:
A. 
Coordinate the activities of department heads in planning and scheduling the maintenance and repair of Borough facilities.
B. 
Assist in the planning and implementation of alterations, improvements or additions to the Borough's sanitary sewer system.
C. 
Establish policy, with the approval of the Borough Manager, relating to the operation and maintenance of Borough facilities and the setting of operational and maintenance standards in all departments.
D. 
Review departmental operating reports and inspect equipment to determine the need for maintenance, repairs and replacements.
E. 
Confer with contractors and engineers relating to improvements to Borough facilities, streets or grounds.
F. 
Confirm with suppliers and salesmen and make or recommend purchases within the guidelines set by Borough Council for the Street, Water, Sewer and Parks Departments.
G. 
Recommend personnel levels necessary to adequately provide services and support the public works facilities.
H. 
Keep the Borough Manager advised of the activities of the Public Works Department and advise the Director of Finance regarding budget needs.
I. 
Attend all meetings as requested by Borough Council and perform any other task assigned by the Borough Manager and/or the Borough Council.
