Wherever a space is marked off on any street or parking lot for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this article for any person to park a vehicle or allow it to remain parked otherwise.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XIII (§ 274-85), attached to and made a part of this chapter, except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.

No person shall park a tractor trailer, motorized recreational home or any other commercial, recreational or personal vehicle with a payload capability greater than 1 1/2 tons on the streets or part of street and parking lots described in Schedule XIV (§ 274-86), attached to and made part of this chapter, except for the purposes of loading or unloading. No person shall park a trailer on such streets or parts of streets and parking lots unless the trailer is attached to its towing vehicle and is in the process of being loaded or unloaded.
No person shall park, stand or stop a vehicle at any time upon any of the streets or parts thereof described in Schedule XV (§ 274-87), attached to and made a part of this chapter.
No person shall park, stand or stop a vehicle upon any of the streets or parts of streets described in Schedule XVI (§ 274-88), attached to and made a part of this chapter, during the hours specified in said schedule, on any day except Saturdays, Sundays and holidays.
No person shall park a vehicle or allow the same to remain parked upon any of the streets or parts of streets described in Schedule XVII (§ 274-89), attached to and made a part of this chapter, between the hours specified, for longer than the time indicated in said schedule.
No person shall park a vehicle in the areas designated in Schedule XVIII (§ 274-90), attached to and made a part of this chapter, between the hours of 8:00 a.m. and 12:00 noon, except Saturdays, Sundays and holidays, except by residential parking permit, said permit to be obtained in accordance with Residential Permit Parking Ordinance, Chapter 199 of the Code of the Borough of Downingtown.
The continuous parking of a vehicle on any public street or alley in the Borough of Downingtown for a period exceeding 120 hours is prohibited and shall be illegal.
It shall be unlawful for any person to park any vehicle or to allow the same to remain parked in any special purpose parking zone established in Schedule XIX (§ 274-91), attached to and made a part of this chapter, except as specifically provided for such zone.
A. 
The Borough Fire Marshal is hereby directed to establish no-parking, standing or stopping zones in those areas where parked vehicles may impede the progress, access, ingress and egress of fire trucks, ambulances and other fire protection vehicles from residential or commercial buildings.
B. 
The Fire Marshal is further directed to post the aforementioned areas with signs reading "No Parking By Order of the Fire Marshal."
C. 
After said areas are posted, the Fire Marshal shall submit to the Borough Council a complete list physically describing all such areas posted, which areas shall immediately thereafter be ordained as no-parking, standing or stopping areas.
D. 
All motor vehicles are hereby prohibited from parking, standing or stopping in the areas described in Schedule XX (§ 274-92), attached to and made part of this chapter.
E. 
Thereafter, any vehicle found in violation of any fire hazard no-parking, standing or stopping zone shall be towed from said area and the owner of said vehicle shall pay all costs incurred thereby. In addition, the owner or driver, if convicted before a District Justice for violating this section, shall be fined in accordance with the provision of the Pennsylvania Vehicle Code.

Any person who violates any provision of this article shall, upon conviction, be sentenced to pay a fine in an amount to be set from time to time by resolution of Borough Council and costs; provided, however, that it shall be the duty of the police officers and of parking enforcement personnel of the Borough to report to the Chief of Police and/or Director of Administration and Finance all violations of any provision of this article, indicating, in each case, the section violated, the license number of the vehicle involved in the violation, the location where the violation took place and any other facts that might be necessary in order to secure a clear understanding of the circumstances attending the violation. The police officer or other person making the report shall also attach to or place upon every such vehicle a notice stating that the vehicle was parked in violation of this article. The notice shall contain instructions to the owner or driver of the vehicle that if he will report to the office of the Director of Administration and Finance and pay the lesser sum set forth on the notice as established from time to time by resolution of Borough Council, within seven days after the time of the notice, or if he will place that sum, enclosed within the envelope provided, in the special parking fine box installed at the Borough Hall, that act will save the violator from prosecution in the local District Court.
