A. 
The Public Park District is intended:
(1) 
To recognize and secure the open character of those relatively large areas of the Borough which now exist as Borough-owned park land.
(2) 
To preserve physical amenities of the Borough by reserving natural areas which are more suited to park use than any other use on the basis of physical characteristics of the land and existing natural features.
(3) 
To provide open recreation spaces throughout the Borough in order to maintain desirable population densities and a proper relationship between residences and public outdoor areas.
B. 
In the P District, the following regulations shall apply:

In the P District, land, buildings and premises may be used by right for the following purposes and no other, subject to Article IV and Article XIA:
A. 
Parks, open space and recreation areas and facilities in public ownership.
B. 
Uses customarily accessory and incidental to any park, recreation or open space use, including parking, refreshment and service uses or buildings.

The following area and bulk regulations shall apply, subject to Article IV:
A. 
Maximum coverage by buildings and other impervious surfaces shall not exceed 10% of the tract area.
B. 
Any building or parking area shall be located not less than 15 feet from any property line.
C. 
Maximum building height shall be two stories or 30 feet, whichever is less; except as shown on the Zoning Map for Zone 1 and Zone 2 of the Height Option Overlay Districts, taller buildings may be permitted in accordance with § 287-51D. Zone 1 buildings may be built by right up to five stories to a maximum of 75 feet; and up to seven stories to a maximum of 90 feet as a conditional use. Zone 2 buildings may be built by right up to four stories to a maximum of 60 feet to the extent shown in the Height Option Overlay Districts Map.

D. 
Minimum building height: two stories and a minimum of 30 feet.

The following design standards of this chapter shall, as applicable, govern all uses within the P District:
A. 
Signs: as required by Article XIX.
B. 
Parking: as required by Article XVIII.
C. 
Access and traffic control: as required by § 287-80.
D. 
Lighting: as required by § 287-82.
E. 
Erosion/sedimentation control and stormwater management as required by the Downingtown Borough Subdivision and Land Development Ordinance.[1]
