The Commissioner of Accounts shall cause the provisions of this
chapter to be reviewed and reconsidered in January of every other
year. Nothing in this section shall be construed so as to prohibit
the Commissioner of Accounts from reviewing said provisions more frequently,
at the Commissioner's discretion.
