No person shall suspend or place any merchandise in front of
any building so as to obstruct the free use of the sidewalk nor place
such merchandise more than 30 inches from the building. There shall
be permitted three downtown sidewalk sales each year located in the
business district of the City, each of four days' duration. The days
of the sale shall be fixed by the Commissioner of Accounts on or before
June 15 of each year.
