The purpose and scope of this chapter is to provide a procedure for the inspection and reinspection of and approval of or disapproval of all electrical wiring, installations, devices, equipment and appliances for light, heat or power in all buildings and construction in the Village in order to give effect and compliances with all electrical provisions of the New York State Uniform Fire Prevention and Building Code pertaining thereto.

As used in this chapter, the following terms shall have the meanings indicated:
BUILDING INSPECTOR
The duly appointed Building Inspector of this Village, his deputy and any and all persons appointed and authorized by the Board of Trustees to perform the duties of the Building Inspector.
CODE
The New York State Uniform Fire Prevention and Building Code and any and all amendments, directives, bulletins and pamphlets issued in connection therewith.
ELECTRICAL INSPECTOR
The Chief Inspector and each of the Inspectors duly appointed by the New York Board of Fire Underwriters and the Chief Inspector and each of the Inspectors appointed by Long Island Electrical Inspection Service, Inc.

The Chief Electrical Inspector and each of the duly appointed Inspectors of the New York Board of Fire Underwriters and the Chief Inspector and each of the duly appointed Inspectors of the Long Island Electrical Inspection Service, Inc., are hereby designated and appointed agents of this Village and are authorized and empowered to make inspections and reinspections of all electrical wiring, installations, devices, equipment and appliances for light, heat and power in all buildings and construction heretofore or hereafter erected in the Village and to approve or disapprove the same and to issue certificates of compliance. In no event shall the cost or expense of such inspections and reinspections be a charge against the Village.
The Electrical Inspector is authorized and it shall be his duty:
A. 
To make inspections and reinspections of electrical wiring, installations, devices, appliances and equipment in all buildings and construction heretofore or hereafter erected in the Village whenever he deems it necessary for the protection of life and property or upon the written request of the Building Inspector or upon the oral request of the Building Inspector in the event of any emergency.
B. 
To furnish written reports to the Building Inspector and to the owners, lessees or occupants of any building or construction where defective electrical installations and equipment are found upon inspection.
C. 
To report in writing to the Building Inspector and to the owner, lessees or occupants of any building or construction and to the person or persons making any installation or performing any electrical work any and all violations or deviations from or omissions of the electrical provisions of the code applicable to the Village and of any local law, ordinance, rule or regulation of the Village insofar as any of the same apply to electrical wiring, installations, devices, appliances and equipment.
D. 
To issue a certificate of compliance when electrical installations and equipment are in conformity with the code, the standards and requirements of the New York Board of Fire Underwriters or the Long Island Electrical Inspection Service, Inc., which standards and requirements shall be equal to or better than those standards under which the New York Board of Fire Underwriters Bureau of Electricity issue its certificates, and any local law, ordinance, rule or regulation of the Village applicable thereto. A copy of the certificate of compliance shall be delivered to the Building Inspector.

It shall be a violation of this chapter for any person, firm or corporation to install or cause to be installed or to alter any electrical wiring installation, device or equipment for light, heat or power in or upon any building or construction in the Village prior to the filing of an application for inspection with the New York Board of Fire Underwriters or the Long Island Electrical Inspection Service, Inc. It shall be a violation of this chapter for any person, firm or corporation to connect or cause to be connected any electrical wiring, installation device or equipment for light, heat or power for any building or construction to any source of electrical energy supply prior to the issuance of a temporary certificate or a certificate of compliance by the New York Board of Fire Underwriters or the Long Island Electrical Inspection Service, Inc.
It shall be the duty of the Building Inspector to enforce this chapter. No certificate of occupancy for any building or construction in the Village shall be issued prior to the receipt from the Electrical Inspector of a certificate of compliance, and the number of such certificate shall be endorsed on the certificate of occupancy.

A. 
Any person committing an offense against any provision of this chapter shall, upon conviction thereof, be guilty of a violation pursuant to the Penal Law of the State of New York, punishable by a fine not exceeding $250 or by imprisonment for a term not exceeding 15 days, or by both such fine and imprisonment. The continuation of an offense against the provisions of this chapter shall constitute, for each day the offense is continued, a separate and distinct offense hereunder.
B. 
In addition or as an alternative to the above-provided penalties, the Board of Trustees may also maintain an action or proceeding in the name of the Village in a court of competent jurisdiction to compel compliance with or to restrain by injunction the violation of this chapter.
