It is sometimes difficult to maintain a quorum for a meeting of the Planning Board and/or the Zoning Board of Appeals because of illness, vacations or a conflict of interest with respect to a specific matter before such Board. In such instances, official business cannot be conducted which may delay or impede adherence to required timelines. The use of alternate members in such instances is hereby authorized pursuant to the provisions of this article.
The Village Board shall appoint qualified persons as alternate members of the Village Zoning Board in numbers to be determined from time to time by resolution of said Board.
The Village Board shall appoint qualified persons as alternate members of the Village Planning Board in numbers to be determined from time to time by resolution of said Board.
The Chairperson of each Board is hereby granted the authority to designate any one or more of the alternate members of each respective Board to substitute for a regular member who is absent or is unable to participate with respect to an application or other matter before the Board. Such designation shall be entered upon the minutes of the initial meeting of said Board for which the substitution is made. When so designated, said alternate member is hereby granted the same powers, authority and responsibility as possessed by the duly appointed member for whom the alternate member is designated as a substitute.
All provisions of the laws of the State of New York and all local laws applicable to duly appointed members of said Boards shall apply to alternate members including but not limited to eligibility, vacancy in office, removal, compatibility of office, service upon other boards, training, continuing education, compensation and attendance.
This article is adopted pursuant to § 10 of the Municipal Home Rule Law and of the New York State Statute of Local Governments of the State of New York. Any provisions of such laws which are inconsistent with the provisions of this article are hereby superseded.
