This chapter shall apply within the territorial
boundaries of the Incorporated Village of Rhinebeck, Dutchess County,
New York.
It shall hereafter be unlawful for any person
to permit any dog owned or harbored by him to run at large in the
Village of Rhinebeck, muzzled or unmuzzled, without any adequate restraining
collar and leash. This provision shall not apply to premises of said
owner or of any other person who has given permission for such dog
to run at large and unrestrained, as long as said dog is confined
to such premises.
It shall hereafter be unlawful for any person
in the Village of Rhinebeck who is the owner of or who is harboring
a dog or dogs to allow said dog or dogs to engage in such loud and
excessive howling or barking as would reasonably annoy and disturb
persons other than the owner of said dog or dogs or that person harboring
said dog or dogs.
It shall hereafter be unlawful for any person
in the Village of Rhinebeck who is the owner of or who is harboring
a dog or dogs to allow said dog or dogs to cause damage or destruction
to property or to commit a nuisance upon premises of another person,
to harass another person by molesting or to cause another reasonable
apprehension of bodily harm or injury, which includes but is not limited
to interference by chasing or otherwise of vehicular traffic on either
public or private roadways.

The Dog Warden of the Town of Rhinebeck, New
York, as designated according to the provisions of § 114
of the Agriculture and Markets Law of the State of New York, may enforce
the provisions of this chapter.
In addition to any redemption fees and fees
for caring and feeding as determined by the Dog Warden of the Town
of Rhinebeck, any person who violates this chapter or knowingly permits
a violation of this chapter shall be deemed to have committed an offense
and, if convicted of the same, shall be subject to a fine of not more
than $25 for each violation, but if there is a second offense and
a conviction, the same shall be subject to a fine in the sum of $55,
except as otherwise provided in Article 7 of the Agriculture and Markets
Law of the State of New York.
The Village Board may make any rules or regulations
necessary to effectively administer this chapter.
