The provisions of this article shall apply except
when it is necessary to stop a vehicle to avoid conflict with other
traffic or in compliance with the directions of a police officer or
official traffic control device.
A.
No person, partnership, corporation or other entity
shall park, place or leave any automobile, truck, motorcycle, trailer,
tractor, motor home, recreational vehicle or motor vehicle of any
type upon any Village street within the boundaries of the Incorporated
Village of Rhinebeck during and between the hours of 12:01 a.m. and
6:00 a.m. from November 15 through March 30 of any year except in
the event of an emergency or under circumstances beyond reasonable
control.
B.
"Emergency," for the purpose of this chapter, shall
mean any unforeseen occurrence or sudden and urgent occasion for action.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XI (§ 109-45), attached to and made a part of this chapter.
No person shall stop a vehicle upon any of the streets or parts of streets described in Schedule XII (§ 109-46), attached to and made a part of this chapter.
No person shall stand a vehicle upon any of the streets or parts of streets described in Schedule XIII (§ 109-47), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule XIV (§ 109-48) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XIV, attached to and made a part of this chapter.
No person shall stop a vehicle during the times specified in Schedule XV (§ 109-49) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XV, attached to and made a part of this chapter.
No person shall stand a vehicle during the times specified in Schedule XVI (§ 109-50) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVI, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule XVII (§ 109-51) at any time between the hours listed in said Schedule XVII of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVII, attached to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XVIII (§ 109-52) except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.
A.
The highways or parts thereof described in Schedule XIX (§ 109-53) are hereby established as special purpose parking zones, and it shall be unlawful for any person to park any vehicle or tractor or to allow the same to remain parked in any such zone except as specifically provided for such zone.
B.
The Village Board is authorized to establish special
parking permit zones upon public streets in the Village and also to
establish the requirements, rules and regulations applicable to the
issuance of parking permits for use in said zones. No person shall
park in any area designated as such a zone unless a special parking
permit shall have been obtained from the Village Clerk in accordance
with procedures, applications and forms established by resolution
of the Board.

The locations described in Schedule XX (§ 109-54), attached to and made a part of this chapter, are hereby designated as loading zones.
The locations described in Schedule XXI (§ 109-55), at attached to and made a part of this chapter, are hereby designated as taxi stands.
The locations described in Schedule XXII (§ 109-56), attached to and made a part of this chapter, are hereby designated as bus stops.
