Construction plans for underground utility installations
in existing or proposed Village rights-of-way shall be submitted to
the Village Engineer for review and acceptance. They shall contain
the following:
A. Plan requirements.
(1) A location map, with a scale of one inch equals 2,000
feet, of proposed construction.
(2) All existing facilities that the proposed construction
would cross, subject to the availability of records.
(3) All parallel facilities within street rights-of-way dimensioned per Subsection
A(4) below.
(4) A minimum horizontal scale of one inch equals 50 feet.
(5) Topography that is applicable either by plan, notes
or the use of aerial photographs.
B. Profile requirements.
(1) Elevations of proposed construction at one-hundred-foot
intervals and at conflict points.
(2) Surface grade elevations for the entire length of
the project.
(3) Depth of underground facilities crossed by proposed
installations. (When exact depth is not available, show estimated
depth and so note.)
(4) Depth of parallel facilities underground within the
rights-of-way. (When exact depth is not available, show estimated
depth and so note.)
(5) A vertical scale of one inch equals five feet or one
inch equals two feet, whichever is best.
(6) Elevation datum shall be United States Geological
Survey and so indicated on the plans.
C. Plans for proposed roads shall clearly define the
limits of the proposed right-of-way and shall include the location
of proposed utilities, both above grade and underground. Utility plans
shall be developed along with the overall community plans and shall
be compatible to zoning and the overall Comprehensive Plan for the
Village.
Where an existing Village road shall be openly
excavated or disturbed within the right-of-way by a publicly owned
or privately owned utility, the Village Superintendent of Highways
shall be so notified a minimum of 48 hours prior to commencement of
work. All publicly owned and privately owned utilities are required
to make application for right-of-way work and shall be issued permits
by the Village. Applications are to be made on standard forms provided
by the Village. Applications for permits shall cover only one location.
Emergency work shall be permitted without application during hours
when applications cannot be processed.
Access to adjoining property shall be maintained
at all times, and fire hydrants shall be left clear for base connections
during time of construction on existing roads. At no time shall the
length of an excavated trench exceed 500 feet, and the flow of traffic
shall not be impeded during periods of construction where at all possible.
The road shall be left in a passable condition at the end of each
day's work, with appropriate safety and warning devices in place and
operational.
