The Manager shall be the chief executive and administrative officer of the Township, as provided in N.J.S.A. 40:69A-95. He/she shall be the head pro tem, without additional remuneration, of the Finance and Public Works Departments and the Office of Planning and Development whenever those posts are vacant.
The Manager shall be appointed by majority vote of the whole Council. Preferred qualifications prior to appointment shall include possession of a master's degree in public administration or related field and municipal management or assistant experience.
The Office of the Manager shall include the following functions:
A. 
Budget.
B. 
Personnel.
C. 
Disaster control and emergency management.
D. 
Local public assistance.
E. 
Such others as may be assigned from time to time by the Township Council.
The Manager shall be an ex officio, nonvoting member of all boards and commissions, provided that the Manager shall be a voting member of those boards and commissions on which his membership is mandated by general law or direction of the Township Council.

The Office shall be organized pursuant to plan as provided in § 3-5.

The Deputy Manager of the Township shall be appointed by the Manager. The Deputy Manager shall:
A. 
Assist the Manager in the performance of his/her duties.
B. 
Whenever the office of the Manager shall be vacant or unfilled, or the Manager shall be temporarily absent or unable to serve by reason of temporary disability or otherwise, the Deputy Manager shall have the power to perform the duties of the Manager.
