The Mayor and Village Manager are hereby authorized to negotiate and
execute an agreement between the Village of Ridgewood and the New Jersey Transit
Corporation and the New Jersey Department of Transportation for the operation
of a park and ride facility on a portion of Block 4703, Lot 21, on the Tax
Assessment Map of the Village of Ridgewood,[1] which premises are more particularly set forth and detailed on
a certain map entitled "Route 17, Section 5T, Jurisdictional Limit Map, Ridgewood
Park and Ride, Village of Ridgewood, County of Bergen, dated December 1985,
and prepared by the New Jersey Department of Transportation and identified
as MP 16.630."

The operation of the park and ride lot shall be under the supervision
of the Village Manager of the Village of Ridgewood.

Any vehicle located within the park and ride facility which is parked
in violation of any state statute or municipal ordinance or any such vehicle
which is disabled to the extent that the operator cannot move it shall be
subject to removal by any police officer of the Village of Ridgewood by towing.
The owner of the vehicle shall pay the reasonable costs of removal and storage
which may result from such removal before reclaiming possession of the vehicle.[1]
