No person may drink, consume or possess alcoholic beverages in any town park or in any park within a park district or publicly owned nature preserve or in any other lands or property owned by the town, including but not limited to town buildings, highways, streets or rights-of-way, except events sanctioned by Town Board.

Any person found to have violated any of the provisions of this chapter shall be guilty of an offense and shall be subject to the following:
A. 
For a first offense, the court may impose a fine not to exceed $250 or imprisonment for a term not to exceed 15 days, or both such fine and imprisonment.
B. 
For a second offense within a period of 18 months, the court may impose a fine not to exceed $500 or imprisonment for a term not to exceed 15 days, or both such fine and imprisonment.
C. 
For a third and all subsequent offenses within a period of 18 months, the court may impose a fine not to exceed $1,000 or imprisonment for a term not to exceed 15 days, or both such fine and imprisonment.
