An Advisory Committee on Boating and Marinas
is hereby created.
The Committee is created to study and advise
City Council on the operation of the Municipal Marina and other waterfront
related matters, such as dredging, filling, water pollution, moorings
and navigation.

Said Committee shall consist of 14 members,
of whom two shall be appointed by the Mayor and two by each of the
members of Council. The Mayor and each member of Council, in making
said appointments, shall appoint one member for a term of one year,
one for a term of two years, and one for a term of three years. Upon
the expiration of said terms, all appointments to the Committee shall
be for three-year periods. The Commissioner of Parks and Recreation
or the Commissioner's designee shall be an ex-officio member of the
Committee.
One of the members of the Committee shall be
elected to serve as Chairman. If the Committee shall fail to elect
a Chairman within 30 days after creation, the City Council shall designate
one of the members to serve as Chairman.
In the event that a vacancy should exist on
the Committee for any reason whatsoever, then the appointing authority,
whether it be the Mayor or any of the members of Council, shall designate
another person to fill the vacancy for the unexpired term. Vacancies
shall be filled by the Mayor or by the members of Council who made
the original appointment.
