A. 
All processions, parades, races or marathons occupying or marching on any street of the City to the exclusion or interruption of other citizens in their individual right and use thereof, except the National Guard, the Police and Fire Departments or the associations of veteran soldiers and sailors, are forbidden unless a written permit therefor is obtained from the City Manager.
B. 
Permit applications are to be obtained from the City Clerk's office and must include, but are not limited to, the object, time and route of the heretofore mentioned activities. Such permit application will be reviewed by the Building Official, Fire Commissioner and Police Commissioner and forwarded to the City Manager with their recommendation for signature.
C. 
The Fire Commissioner and Police Commissioner may designate to such procession, parade, race or marathon how much of the street, in width, it may occupy with special reference to crowded thoroughfares through which such procession, parade, race or marathon may move; and it shall be the duty of the chief officer of such procession, parade, race or marathon to obey such designation when made.

Notwithstanding the provisions of § 14 of the General Business Law of the State of New York, it shall be lawful to conduct, witness, participate or engage in parades or processions and to play music in any such parade or procession on Sunday after 2:00 p.m.
An offense against the provisions of this article shall be punishable by a fine of not more than $250 or by imprisonment for not more than 15 days, or both.
