In addition to any other penalty provided by
this article, the Commissioner of Public Works is empowered to remove
or direct the removal of any vehicle, article or thing which may encumber
or obstruct any street or public place within the City.

All vehicles and articles removed from a street
or public place under this article may be redeemed by the owner within
30 days upon his paying the necessary expenses of removal and storage.
A.Â
All property that shall remain in the custody of the
Commissioner of Public Works for 30 days without any lawful claimant
thereto may be sold at public auction by the Commissioner of Finance
to the highest bidder at the time and place of sale.[1]

B.Â
All property, securities, moneys, things or choses
in action that shall remain in the custody of the Police Department
for a period of six months without any lawful claimant thereto may
be sold at public auction to the highest bidder at the time and place
of sale.
Public auctions conducted pursuant to this article
shall be held in accordance with the following regulations:

Notice of sale shall be advertised in the official
paper of the City of New Rochelle.

The property to be auctioned shall be sold separately.
C.Â
The sale shall be held in a suitable room or place
to be designated for such purpose in the public notice of sale.
