[HISTORY: Adopted by the Borough Council of the Borough of Churchill 1-8-1980 by Res. No. 2631. Amendments noted where applicable.]
There is hereby created, pursuant to Act No. 108 of 1979,[1] a new agency to be known as the "Educational Service Agency of the Borough of Churchill," effective January 8, 1980, for the purpose of employing special school police and such other employees as may be deemed appropriate by the Borough Council.

All special school police are hereby transferred to the payroll of the Educational Service Agency of the Borough of Churchill, effective January 8, 1980, and shall be compensated from the accounts of said agency, all in conformity with the provisions of said Act of the Legislature.
All payroll funds, accounts and records of the Borough of Churchill pertaining, and appropriate, to the Educational Service Agency shall be hereafter transferred to, and designated as, the "accounts of the Educational Service Agency of the Borough of Churchill." Further, the proper officers of the borough are hereby authorized to establish a new bank account for payment of all employees of the Educational Service Agency of the Borough of Churchill and to establish all other necessary and proper accounts and to perform all other acts and duties to comply with said Act of the Legislature.
