The purpose of this article is to create a recreation advisory board ("Recreation Advisory Board") to supervise, regulate, equip, and maintain Township of Hanover, Northampton County, Pennsylvania, funded recreation programs and facilities in accordance with Section 2204 of the Second Class Township Code, as amended.[1]

A. 
The Recreation Advisory Board shall consist of five or seven persons ("members") who shall be appointed by the Board of Supervisors of the Township of Hanover, County of Northampton, Commonwealth of Pennsylvania ("Supervisors"), and shall be citizens of the Township of Hanover, County of Northampton, Commonwealth of Pennsylvania ("Township").[1]

B. 
The members shall serve for a term of five years or until their successors are appointed, provided, however, that the Supervisors shall have the right to remove any members for dereliction or neglect of their duties hereinafter set forth.
C. 
Vacancies on the Recreation Advisory Board occurring other than by expiration of term shall be filled for the unexpired term and shall be filled in the same manner as the original appointments.
D. 
The members of the Recreation Advisory Board shall elect a Chairman and Secretary during their January meeting for a period of one year.
E. 
The members shall serve without pay but may be reimbursed by the Township for all expenses incurred in performing their duties.
The Recreation Advisory Board shall have the following duties, powers and responsibilities:
A. 
Evaluating recreational needs and desires of the Township;
B. 
Identifying recreational needs and desires of the Township;
C. 
Suggesting ways and means to effectively match needs with resources;
D. 
Translating these recreational needs and desires to the Supervisors;
E. 
Actively stimulating support for public recreation, facilities, programs and funding;
F. 
Actively encouraging the coordination of quasi-public and private efforts with public efforts in the field of recreation;
G. 
When necessary, suggesting to the Supervisors, Township Manager and outside professional staff (Township Engineer) on the selection of equipment and the layout of recreational resources;
H. 
Preparing and submitting to the Supervisors an annual report, by September 1 of each year, including but not limited to an analysis of the adequacy and effectiveness of Township recreation areas, facilities and leadership;
I. 
Meetings are to be held on the second Thursday of each month or such other time as the Recreation Advisory Board shall select, in the Township Building with written minutes to be taken and forwarded promptly to the Supervisors and Township Manager; and
J. 
Such other and further powers and functions concerning parks and recreation facilities as may be delegated to it, from time to time, by the Supervisors.

A Township Planning Commission consisting of seven members is hereby created and established for Hanover Township, Northampton County, Pennsylvania, pursuant to the provisions of Article II, Section 201, of the Pennsylvania Municipalities Planning Code, as established by the Act of July 31, 1968, P.L. 805, No. 247, as amended and reenacted.[1]

The Planning Commission shall be comprised of seven members who shall be appointed for staggered four-year terms of office.
The Planning Commission shall have all the powers and duties conferred and imposed upon it as set forth in the Pennsylvania Municipalities Planning Code, established by the Act of July 31,1968, P.L. 805, No. 247, as amended and reenacted.
