This article shall be known as the "Township Manager Ordinance of Hanover Township, as amended."
The office of Township Manager is hereby created pursuant to Section 1301 of the Second Class Township Code, P.L. 350, No. 60, as amended.
As used in this chapter, the following terms shall have the meanings indicated:
BOARD OF SUPERVISORS
The duly elected Board of Supervisors of Hanover Township, Northampton County, Pennsylvania.
TOWNSHIP
Hanover Township, Northampton County, Pennsylvania.
TOWNSHIP MANAGER
That individual elected and appointed by the Board of Supervisors pursuant to the terms and conditions of this article.
The Township Manager shall be chosen solely on the basis of executive and administrative abilities, with special reference to the duties of the office as herein outlined. The Township Manager need not be a resident of the Township or the County of Northampton but must reside within close proximity as to be available to the Township for the performance of unusual duties as well as emergency duties.
The Board of Supervisors shall have the right, from time to time, whenever there is a vacancy, by majority vote, to elect one person to fill the office of Township Manager, who will serve until his/her successor is elected and qualified. Any such Township Manager so elected by the Board of Supervisors shall be subject to removal by said Board of Supervisors by majority vote of all members. At least 30 days before such removal is to be effective, the Board of Supervisors shall furnish the Township Manager with a written statement setting forth its intention to remove him/her.
A. 
The Township Manager shall be the chief executive and administrative official and shall supervise and be responsible for the day-to-day operations and activities of the Township. The Township Manager shall be responsible to the Board of Supervisors as a whole for the proper and effective administration of the affairs of the Township placed in his/her charge. The powers and duties for administration of all Township business shall be vested in the Township Manager, unless expressly imposed or conferred by statute or ordinance of the Board of Supervisors or other Township officers.
B. 
Subject to recall by a resolution of the Board of Supervisors, the powers and duties of the Township Manager shall include the following:
(1) 
Attend all Board of Supervisors meetings and provide recommendations on actions by the Board of Supervisors.
(2) 
Assist citizens by informing them of Township rules and laws, explaining laws, explaining procedures, hearing complaints and either resolving them or referring them to the responsible official.
(3) 
In conjunction with the Township Secretary-Treasurer, compile and submit the annual budget for all funds in accordance with the policies of the Township for approval by the Board of Supervisors, together with a written report of estimates of costs and other data as may be requested by the Board of Supervisors.
(4) 
Hire and, when necessary for the good of the Township, suspend or terminate employees of the Township under his supervision, pursuant to the policies adopted by the Board of Supervisors. Hiring shall be done within the confines of the Township budget, and a report shall be made at the next available Board of Supervisors meeting.
(5) 
Periodically review existing job classifications and salary ranges of all Township employees, and present recommendations for additions, changes or modifications to the Board of Supervisors.
(6) 
Be responsible for the annual review and evaluation of all Township employees and/or final review, and evaluations delegated to others in supervisory positions. The Township Manager shall be responsible for the review and evaluation of Township department heads and report findings to the Board of Supervisors for their information.
(7) 
Attend all meetings of the Board of Supervisors and other meetings as may be requested by the Board of Supervisors, with a right to take part in discussions.
(8) 
Keep the Board of Supervisors informed of the conduct and condition of Township affairs in a timely manner.
(9) 
Make recommendations to the Board of Supervisors on operations, policies, resolutions, ordinances, proclamations and other matters for the good of the Township.
(10) 
Purchase supplies and equipment for the services and operations of the Township, within the confines of the Township budget, and guidelines of the Second Class Township Code, as amended, and other regulatory guidelines, both state and federal, and the dollar limitations established by resolution of the Board of Supervisors, from time to time. A report of these purchases shall be made to the Board of Supervisors. Any purchases other than those must be accomplished by a purchase order, after approval by the Township Manager.
(11) 
Complaints regarding services of personnel of the Township shall be referred to the Township Manager. The Township Manager, or his designated agent, shall investigate and handle the complaints within the Township Manager's authority, and a report shall be given to the Board of Supervisors.
(12) 
Draft and present policies, guidelines and regulations on operations and services to the Board of Supervisors of the Township for its approval prior to implementation.
(13) 
Work with the county, state and federal government on projects and obtaining financing and grants for the Township.
(14) 
Work with all parties interested in doing business with or in the Township.
(15) 
Negotiate contracts for the Township, subject to Board of Supervisors' approval.
(16) 
Be, from time to time, the liaison for the Board of Supervisors, as the Board of Supervisors may delegate.
(17) 
Work with the Township Engineer and/or the Township Solicitor on Township matters as the need arises.
(18) 
Receive a copy of all Township incoming correspondence and of all blueprints and plans which are submitted to the Township.
(19) 
All employees of the Township under the Township Manager's supervision shall be accountable to the Township Manager. The Township Manager shall be accountable to the Board of Supervisors.
(20) 
Perform such other duties as are assigned, from time to time, by the Board of Supervisors.
A. 
The compensation of the Township Manager of the Township shall be set by resolution of the Board of Supervisors, from time to time, and shall be paid out of the general funds of the Township.
B. 
The Township Manager of the Township shall, prior to taking office, give bond to the Township, with sufficient surety, and in such amounts as the Board of Supervisors shall approve, from time to time, and conditioned on the Township Manager's faithful performance of duties more fully described in this article.
C. 
The Township Manager shall be allowed to participate in all benefits, privileges and emoluments as provided to other Township employees.
