[HISTORY: Adopted by the Town Board of the Town of Babylon: Art.
I, 7-22-1986 by L.L. No. 4-1986. Amendments
noted where applicable.]
[Adopted 7-22-1986 by L.L. No. 4-1986]
Each year the Town of Babylon enters into agreements with various fire
companies situated within the Town to provide for fire protection services
to the various fire protection districts within the town. Currently, when
fire protection service contract are negotiated for the next fiscal year,
the fire protection district only provides budgetary information regarding
the requested amount for the current year or the proposed amount for the next
fiscal year. No information is provided to the Town in the itemized categories
for past or present annual budget expenditures. This lack of information makes
it extremely difficult for the Town Board and Budget Review Committee to adequately
review and determine the necessity of contract increases.
A.
To ensure that sufficient information is provided to
the Town of Babylon for accurate budget review, it shall be the responsibility
of each fire protection district during contract negotiation to submit to
the Town of Babylon an accurate accounting of actual itemized expenses incurred
during the current year and an accurate accounting of all fund balances for
January 1 through August 31 for the current fiscal year.
B.
To facilitate the continuing accuracy and veracity of
fire protection district budgets, the Town Comptroller or an authorized agent
of the Town Comptroller is hereby authorized to inspect and examine any and
all financial accounting records, accounts, books, contracts, documents, papers
and procedures connected with the running of the fire district, at any time
that such review is deemed necessary by the Town Board.
[Added 2-28-1995 by L.L. No. 5-1995]
