The Commissioners of the Hartsdale Public Parking District are hereby authorized to install parking meters in such parking zones as are created by this chapter for the regulation and control of traffic and the relief of traffic congestion. Such parking meters shall be placed near the curb alongside or next to individual parking places to be designated hereinafter provided. However, the Commissioners of the Hartsdale Public Parking District, in their discretion, are empowered to order the removal of such parking meters within the Hartsdale Public Parking District as may be necessary to accomplish the purposes of this chapter and shall, upon the removal of any meters, notify the Town Board.
The Police Department shall provide for policing by police officers and Parking Enforcement Officers, and the Commissioners of the Hartsdale Public Parking District shall provide for the installation, operation, maintenance and supervision of such parking meters. Each parking meter shall, when its operating device is started, commence and continue operation from the time of depositing a coin of the United States until the expiration of the parking limit as hereinafter provided. Each parking meter shall also be so arranged that upon the expiration of the parking limit it will display a signal that the lawful parking period, as fixed by this chapter, has expired.
The coins required to be deposited in such parking meters are hereby levied to cover the cost of installation, operation, maintenance and supervision of parking meters and to cover the cost of construction, operation, maintenance and supervision of off-street public parking areas and public parking structures which are deemed necessary for the regulation and control of traffic and relief of traffic congestion. It shall be the duty of the employees of the Hartsdale Public Parking District to make regular collections of money deposited in such parking meters, to count the funds collected and to deposit the same to the credit of the Hartsdale Public Parking District in its authorized bank.
A. 
No person shall deposit any waste or rubbish on or in any other manner litter any off-street public parking area or public parking structure maintained by the Commissioners of the Hartsdale Public Parking District.
B. 
Violations of Subsection A above are punishable as set forth in Chapter 410 of the Code of the Town of Greenburgh.
The following on-street parking meter zones are hereby established:

B. 
Class II, 90-minute zone. Except during such time as shall be prohibited by the Police Department, the streets or parts of streets described in Schedule XXII (§ 460-71), attached to and made a part of this chapter, are hereby designated as the Class II, 90-minute zone.

C. 
Class III, two-hour zone. The streets or parts of streets described in Schedule XXIII (§ 460-72), attached to and made a part of this chapter, are hereby designated as the Class III, two-hour zone.

Except as otherwise provided in this article, when any vehicle shall be parked in a space regulated by a parking meter in an on-street parking meter zone, the operator thereof shall, upon entering such parking space, park such vehicle within the lines marked on the street and, if the time is between the hours of 8:00 a.m. and 8:00 p.m. on any day except Sunday, New Year's Day, Memorial Day, Independence Day, Thanksgiving Day and Christmas Day, immediately deposit in the parking meter regulating such space one twenty-five-cent coin of the United States for a period of 15 minutes in a 90-minute metered zone in the business district zones of East Hartsdale Avenue, metered spaces E51 to E89, and N. and S. Central Avenue in the metered parking spaces NCA1 to NCA29 and SCA1 to SCA7, or one twenty-five-cent coin of the United States for a period of 15 minutes in a two-hour metered zone in the residential areas of East Hartsdale Avenue, metered parking spaces E1 to E50, and Columbia Avenue, metered parking spaces CL1 through CL9, and Wilson Street in metered parking spaces W1 to W9.
A. 
Off-street parking areas shall be as designated in Schedule XXIV (§ 460-73), attached to and made a part of this chapter.
B. 
The operator of a motor vehicle shall obey all directional signs or directional markings on the pavement or posts in public parking areas.
C. 
Parking permits.
(1) 
The Hartsdale Public Parking District is hereby authorized to issue quarterly and annual parking permits and overnight parking permits in accordance with the terms and conditions as set forth in this chapter in the sites designated under this chapter to residents of the unincorporated area and professional and business people having a place of business on East Hartsdale Avenue on a first-come first-serve basis.
(2) 
Permits for parking as set forth in Subsection C(1) shall be obtainable upon application to the office of the Hartsdale Public Parking District.
(3) 
The Commissioners of the Hartsdale Public Parking District shall have the right to set a limit on the number of parking permits to be issued.
A. 
When any motor vehicle shall be parking in any of the off-street public parking areas set forth in Schedule XXIV, the operator thereof shall immediately deposit a coin of the United States, as designated either on the parking meter or by a sign posted by the Commissioners of the District, and operate the handle or other mechanical device to start immediate operation of said meter for the time period of permitted parking up to the maximum specified time limit as designated either on the parking meter or by a sign posted by the Commissioners of the District, as set forth in Schedule XXV (§ 460-74), attached to and made a part of this chapter.
B. 
The Commissioners of the Hartsdale Public Parking District are authorized to determine the number of spaces to be designated for a specific parking time limit in Site A and shall mark each designated space to show such time limit either on the parking meter or by a sign posted by the Commissioners of the District.
C. 
Notwithstanding the provisions of § 460-33, 460-34, 460-35 or 460-36, the Commissioners of the Hartsdale Public Parking District may direct the installation or removal of such meters as are necessary in Sites B and D and the replacement of such meter spaces with parking pursuant to a parking permit upon the same terms and conditions as set forth in this chapter and shall, upon the removal of any meters, notify the Town Board.

A. 
Notwithstanding the provisions of § 460-36A, on the second level in Site A, overnight parking shall be allowed between the hours of 6:00 p.m. and 9:00 a.m., Monday through Saturday and all day Sunday. Such parking shall be allowed from 6:00 p.m. Saturday until 9:00 a.m. Monday and on the holidays mentioned in Subsection B. Such parking shall be allowed, provided that an authorized permit for such overnight parking is displayed on the lower left corner of the inside rear windshield.

B. 
For the purpose of this section, the following holidays are recognized: New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day.
C. 
In Site A, parking on the fourth level shall be by commuter permit, provided that an authorized permit for such parking is displayed on the lower left corner of the inside rear windshield. Parking on the fourth level shall not be permitted between the hours of 2:00 a.m. and 5:00 a.m., except as provided hereinafter.

D. 
In Site A, parking on the third level shall be by a twenty-four-hour permit, provided that an authorized permit for such parking is displayed on the lower left corner of the inside rear windshield.

E. 
In Site A, parking on the fifth level shall be by merchant permit for persons and their employees having a professional office or other place of business of whatever nature on East Hartsdale Avenue, provided that an authorized permit for such parking is displayed on the lower left corner of the inside rear windshield. Parking on the fifth level shall not be permitted between the hours of 2:00 a.m. and 5:00 a.m.

In Site C, parking shall be by permit at twenty-four-hour meters for a period of 24 hours per day, provided that an authorized permit for such parking is displayed on the lower left corner of the inside rear windshield.

In Site D, parking shall be by commuter permit, provided that an authorized permit for such parking is displayed on the lower left corner of the inside rear windshield.

B. 
Nothing herein shall permit the parking of vehicles at Site D between the hours of 2:00 a.m. and 5:00 a.m.
C. 
The Commissioners of the District may issue nonresident commuter quarterly and annual permits to residents of the Village of Scarsdale for use at Site D only. The number of permits and the amount to be charged for such permit shall be determined from time to time by the Commissioners of the District.
