This chapter shall be known as the "Games of Chance Law of the Village of Potsdam."
The terms "authorized organization" and "games of chance" shall have the meanings given to them in § 186 of the General Municipal Law of the State of New York.
Authorized organizations may, upon obtaining a license from the Clerk of the Village of Potsdam, conduct games of chance within the Village of Potsdam, as provided in Article 9-A of the General Municipal Law and as provided further in this chapter. Such games of chance shall be conducted in accordance with the general state law and with the rules and regulations of the New York State Racing and Wagering Board and with this chapter.

The annual charge for such license shall be the sum of $25.
The chief law enforcement officer of the Village of Potsdam, the Chief of Police of the Village, shall exercise control over and supervision of all games of chance conducted under an appropriately issued license. Such officer shall have all those powers and duties set forth in Article 9-A of the General Municipal Law.
This chapter shall not become effective until it shall have been posted and published once in the official newspaper of the village and unless and until it shall have been approved by a majority of the electors of the Village of Potsdam, New York, voting on a proposition submitted at the general or special election to be held within said village who are qualified to vote for officers of said village.[1]
