All sidewalks, curbs and combined curbs, and gutters shall be constructed of concrete conforming to, and manipulated in accordance with, the standard details and specifications for such work of the Town of Union.
A permit is required from the Planning Director before any construction is undertaken within the limits of a town street. Curbs may not be depressed for more than 30 L.F. without written permission from the Planning Director. Areas of depressed curbs must be separated by a minimum of 20 L.F. of regular curb.
The town will not contribute toward the cost of sidewalk heating systems for snow removal. Only two types of heating systems will be allowed in a town street: twenty-four volt, or less, resistance heating systems using a grid of rigid members, or circulating hot-water systems. Electrical systems using wire heating elements and/or 110 volts will not be allowed, nor will steam or high-pressure or hot-water systems. The heat-producing elements shall not exceed a temperature of 180° F. and the surface temperature of the slab shall not exceed 90° F.
No concrete may be placed until the project has been inspected by the Sidewalk Inspector.
Sidewalks, curbs and combined curbs and gutters shall be constructed in accordance with the construction standards of the Town of Union, using job-mixed concrete conforming to the specifications for Concrete for Sidewalks, Curbs and Gutters (Two-Course).[1]

Sidewalks shall be five feet wide, unless otherwise approved. Sidewalks five feet or less in width shall have a total thickness of five inches. Sidewalks over five feet in width shall have a total thickness of six inches.
Combined curb and gutters shall normally be installed except where standard curbs are directed to be installed by the Town Engineer.
Sidewalks, curbs and combined curbs and gutters shall be constructed to the line and grade established by the Town Engineer.
Six inches of run-of-bank gravel, or other approved porous material, shall be used to replace unsuitable subgrade material where directed by the engineer or where necessary to raise the level of the subgrade. Such porous fill shall be thoroughly compacted to minimize future settling.
Nonextruding premolded expansion joints, extending completely through the joint, shall be placed at intervals not greater than 50 feet in sidewalks, curbs or combined curbs and gutters, along both street lines in sidewalks at street corners, and in joints where private walks or driveways join sidewalks or curbs.
Contraction joints, extending 1/3 of the way through from the top, shall be placed at intervals equal to the width of sidewalks (up to eight feet maximum), and every five feet in curbs and combined curbs and gutters. Contraction joints may be sawed.
All material of every name and nature, necessary for the proper installation of the work, shall be excavated down to the sub-grade elevation. Fill required due to excessive excavation shall comply with the requirements for porous fill.
Sidewalks and curbs shall be backfilled level with the top of the walk or curb (after being compacted) for one foot. The ground shall then be sloped to blend with the existing ground on not exceeding a 1 on 11/2 slope, to the satisfaction of the Inspector. Where necessary, additional material shall be brought to the site to complete the backfilling. All disturbed areas shall be raked to remove large stones, lumps of dirt or concrete and other objectionable material, which shall be removed from the site.
