Whenever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this Article for any person to park a vehicle or allow it to remain parked otherwise.
Parking shall be prohibited at all times in the locations set forth in § 305-100 (Schedule XVII).
Parking shall be prohibited in the locations set forth in § 305-101 (Schedule XVIII) at all times on the days and between the hours indicated in said § 305-101 (Schedule XVIII).
A. 
It shall be unlawful for any person to park on any public street or alley in the Borough of Ephrata any commercial vehicle with a registered gross weight in excess of 9,000 pounds or any truck tractor and/or semitrailer and to allow such vehicle to remain parked there for longer than one hour between the hours of 6:00 p.m. and 6:00 a.m. on weekdays or for more than one hour between the hours of 6:00 p.m. Saturday and 6:00 a.m. Monday.
B. 
The Borough shall erect signs at all entrances to the Borough for the purpose of informing the public of this section.[1]

No person shall park a vehicle or allow it to remain parked for longer than the time indicated in any of the locations set forth in § 305-102 (Schedule XIX) at any time on the days and between the hours indicated.
The areas set forth in § 305-103 (Schedule XX) are established as special purpose parking zones, and it shall be unlawful for any person to park a vehicle or to allow it to remain parked in any such zone except as specifically provided for that zone.
It shall be unlawful for any person to stop, stand or park a vehicle (other than a pedalcycle) on the roadway side of any vehicle stopped or parked at the edge or curb of any street, except that standing or parking for the purpose of loading or unloading persons or property shall be permitted on the streets set forth in § 305-104 (Schedule XXI) on Monday through Saturday, between the hours of 9:00 a.m. and 11:30 a.m. and between the hours of 1:30 p.m. and 4:00 p.m., and for no longer than necessary for the loading or unloading.
A. 
Only angle parking shall be permitted on the portions of streets set forth in § 305-105 (Schedule XXII).
B. 
On all streets where angle parking is required, every vehicle parked at the angle shall be parked with its front nearest the curb.

A. 
It shall be unlawful for any person to park, store or leave any motor vehicle of any kind in a no-parking zone unless otherwise authorized by the Ephrata Borough Police, and it shall be unlawful for any person to park, store or leave any motor vehicle of any kind in a temporary no-parking zone unless otherwise authorized by a valid temporary no-parking zone permit issued by the Ephrata Borough Police Department.
B. 
The Chief of Police shall have the authority to review, approve or reject applications for permits for temporary no-parking zones, which prohibit parking of all vehicles except those authorized by the terms of a valid temporary no-parking zone permit issued in accordance with the following application procedures and requirements:
(1) 
All applicants for a temporary no-parking zone permit shall complete and submit an application for a temporary no-parking zone permit to the Police Department of the Borough
(2) 
All applications for temporary no-parking zone permits shall be accompanied by an application fee in the amount established from time to time by resolution of the Ephrata Borough Council.
(3) 
Applications shall identify the property served, define the exact location of the temporary no-parking zone, specify the date(s) and time(s) the zone is to be effective and identify those vehicles by type, purpose or other means that are authorized to park within the proposed temporary no-parking zone.
(4) 
The applicant shall state the purpose of the request.
(5) 
The property owner or the authorized agent for the property owner shall sign the permit application.
(6) 
Applications may be mailed, delivered by hand or sent via facsimile.
(7) 
All applications shall be reviewed and either denied or a permit issued within two business days of receipt of a completed application. All decisions and permits will be available at the Ephrata Borough Police Department not later than 4:00 p.m. on the second business day following the date the completed application was received by the Police Department or mailed to the applicant not later than the third business day following the date the completed application was received by the Police Department.
(8) 
Applications reviewed will be deemed one of the following:
(a) 
Denied as incomplete and returned to the applicant.
(b) 
Denied.
(c) 
Permit issued.
(d) 
Permit issued with conditions.
(9) 
Applicants receiving a temporary no-parking zone permit must arrange to pick up from the Borough official no parking signs and standards, which signs shall state "temporary no-parking zone" and where applicable, "authorized vehicles only."
(10) 
Parking signs and standards shall be returned within two Borough business days from the expiration date of the permit.
(11) 
Any business which may have cause to submit frequent requests for temporary no-parking zone permits may, at its sole expense, purchase no parking signs and standards as approved by the Borough. These standards may only be used when accompanied by a temporary no-parking zone permit.

A. 
For the purposes of this section:
CHARGING
An electric vehicle is parked at an electric vehicle charging station and is connected to the charging station equipment.
ELECTRIC VEHICLE
A vehicle that operates, either partially or exclusively, on electrical energy from the electrical grid, or an off grid source, that is stored on board for motive purposes. "Electric Vehicle" includes a battery electric vehicle and a plug-in hybrid electric vehicle.
ELECTRIC VEHICLE CHARGING STATION
Any dedicated public parking space that is served by electrical vehicle supply equipment that has as its primary purpose the transfer of electric energy (by conductive or inductive means) to a battery or other energy storage device in an electric vehicle.
ELECTRIC VEHICLE SUPPLY EQUIPMENT
Any equipment or electrical component used in the charging and metering of electric vehicles at a specific location.
B. 
Each electric vehicle charging station space shall be posted with signage indicating the space is only for electric vehicle charging purposes.
C. 
When a sign provides notice that a parking space is a publicly designated electric vehicle charging station, no person shall park or stand any nonelectric vehicle in a designated electric vehicle charging station space. Further, no person shall park or stand an electric vehicle in a publicly designated electric vehicle charging station space when not electrically charging or parked beyond the days and hours designated on the regulatory signs posted.
D. 
Any person found guilty of violating the provisions of this § 305-33.2 shall be fined as provided for in § 305-52 of this chapter.
E. 
In addition to any fines imposed, the Borough shall have the authority to remove and impound any vehicle illegally parked in a designated electric vehicle parking space as provided for in § 305-54 of this chapter.

Any person violating any of the provisions of this Article IV shall, upon conviction, be sentenced to pay a fine of not more than $15 and costs of prosecution.
