A child under 14 years of age shall not operate any scooter within the Township of Brick unless that child is wearing a properly fitted and fastened helmet which meets the standards of the American National Standards Institute (ANSI Z90.4 bicycle helmet standard), the Snell Memorial Foundation's 1990 Standard for Protective Headgear for Use in Bicycling, the American Society for Testing and Materials (ASTM) standard or other such standard, as appropriate.
For purposes of this chapter, the following terms shall have the meanings indicated:
SCOOTER
A device propelled by muscular power which consists of a footboard between end wheels and is controlled by an upright steering handle attached to a front wheel.
Any person violating the provisions of this chapter shall be subject to a fine of $25 for a first offense and $100 for a subsequent offense and/or five hours of community service for a first offense and 10 hours of community service for a subsequent offense.
