The provisions of this chapter imposing a time
limit on parking shall not relieve any person of the duty to observe
other more restrictive provisions prohibiting or limiting the stopping,
standing or parking of vehicles as set forth in N.J.S.A. 39:4-138,
any other New Jersey statute or as hereinafter provided.
A.
Upon the declaration of an emergency, there shall
be no parking upon streets or sections where temporary emergency no
parking signs are displayed. The Mayor or the Borough Council or the
Chief of Police or, in his absence, the ranking police officer is
authorized to declare an emergency and to direct the posting of emergency
no parking signs when weather conditions, accidents, fires or public
celebrations dictate or require the avoidance of hazards or other
conditions which interfere with the free flow of traffic. Notification
that the emergency no parking signs are being or will be posted shall
be given to the operator or owner of any vehicle which has been parked
prior to the posting of the signs.
B.
Any unoccupied vehicle parked or standing in violation
of this section shall be deemed a nuisance and a menace to the safe
and proper regulation of traffic, and any police officer may provide
for the removal of such vehicle. The owner shall be responsible for
the reasonable cost of removal and storage which may result from such
removal before regaining possession of the vehicle.
C.
The effectiveness of this section is contingent upon
the signs being erected as required by law.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I (§ 222-32) attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule II (§ 222-33) of any day (except on Sundays and public holidays) upon any of the streets or parts of streets described in Schedule II attached to and made a part of this chapter.
No person shall stop or stand a vehicle between the hours specified in Schedule III (§ 222-34) of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in Schedule III attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule IV (§ 222-35) at any time between the hours listed in Schedule IV of any day (except Sunday and public holidays) upon any of the streets or parts of streets described in Schedule IV attached to and made a part of this chapter.

A.
Parking prohibited. Parking of any vehicle on any
portion of a public road, street or highway is prohibited whenever
snow has fallen and the accumulation is such that it covers the public
road, street or highway in the Borough of Norwood.
B.
Length of time prohibitions in effect. Said parking
prohibition shall remain in effect after the snow has stopped falling
and until the streets, roads or highways have been plowed sufficiently
and to the extent that parking will not interfere with the normal
flow of traffic.
C.
Definition of snow. As used in this section, the term
"snow" shall mean any precipitation depositing any accumulation on
the streets, roads or highways, including snow, sleet, hail, ice or
freezing rain.
D.
Regulatory and warning signs. Regulatory and warning
signs in accordance with N.J.S.A. 39:4-198 shall be erected and maintained
at all street, road or highway entrances for motor vehicles into this
Borough.
E.
Unmovable vehicles; notification of police. During
extreme weather conditions, when a vehicle is not able to proceed
and must be parked on any street, road or highway in the Borough,
the operator or owner of such vehicle must immediately notify the
Police Department of the Borough detailing the make, model and license
plate number of said vehicle and the location at which it is parked.
The Police Department shall then immediately notify the Supervisor
of Public Works of these details.
F.
Unoccupied vehicles. Any unoccupied vehicle parked
or standing in violation of this section shall be deemed a nuisance
and a menace to the safe and proper regulation of traffic, and any
police officer may provide for the removal of such vehicle. The owner
of such vehicle shall pay the reasonable cost of the removal and storage
which may result from such removal, before regaining possession of
such vehicle.
G.
Violations and penalties. Unless another penalty is
expressly provided by New Jersey state statute, every person convicted
of a violation of a provision of this section shall be liable to a
penalty not exceeding $50 or imprisonment for a term not exceeding
15 days or both.
