The Borough of Conway hereby specifically authorizes the use within the Borough, on the highways, roads, streets and alleys within and through the Borough of Conway, of speed-timing devices as authorized by the Motor Vehicle Code of the Commonwealth of Pennsylvania.
The Borough of Conway authorizes and directs that the rate of speed of any vehicle being operated within and through the Borough of Conway may be timed on any highway, road, street or alley by a police officer utilizing a mechanical or electrical speed-timing device of any type approved or to be approved by the Commonwealth of Pennsylvania.
The Borough of Conway authorizes the use of a device know as an "excessive speed preventer (ESP)" and/or a device known as a "visual average speed computer and recorder (VASCAR)."
