From and after the effective date of this chapter, all property owners, tenants or occupiers of residential, commercial or industrial properties in the Borough of Baldwin, including apartment complexes, shall display the street number or address of such residential, commercial or industrial property in a conspicuous and prominent place which shall be visible from the street directly in front of said property and which numbers shall be easily readable by passersby on said street.
Any property owner, tenant or occupier of any residential, commercial or industrial property or building within the Borough of Baldwin or any person, firm or corporation who is owner of said property and who shall violate any of the provisions of this chapter shall, upon conviction thereof, be sentenced to pay a fine of not more than $100 and the cost of prosecution or, upon failure to pay such fine, to imprisonment for up to five days for each offense. Each day that such offense shall continue shall constitute a separate violation of this chapter.
The Zoning Officer of the Borough of Baldwin and the Department of Police shall have concurrent jurisdiction in enforcing the provisions of this chapter, and the Zoning Officer of the Borough of Baldwin or any police officer of the Borough of Baldwin shall have sufficient authority to prosecute such offenses in the name of the Borough and to file complaints for violations of the same before the District Magistrate of the Borough of Baldwin.
